Overview

Responsible for the execution of all timely pricing and negotiation of all GGW’s federal contracts in compliance with all laws and regulations governing the Ability One program. Responsible for leading and ensuring the successful operation and growth of the organization’s AbilityOne Federal Government and Commercial Contracts. The position serves as the primary liaison to SourceAmerica and all external customers, ensuring GGW remains a strong leader in the Ability One federal contracting space. The position serves as a champion of the organization’s mission to create and expand employment opportunities for individuals with differing abilities. This position is responsible and will be held accountable for behaving in accordance with divisional and organizational RISE values and expectations.

Essential Duties and Responsibilities

 


Financial Management & Contracts Negotiations

1.    Negotiates contracts and prepares pricing of all new contracts and re-pricing of existing contracts in a timely manner, ensuring that pricing items such as labor hours, supplies, taxes, and other costs are updated and accurate.

2.    Prepares the division’s annual budget and prepares forecasts, as needed. Monitors spending to ensure all contracts operate at approved funding levels.

3.    Works with the GGW Purchasing Department to purchase the supplies/equipment in accordance with all applicable Ability One contracting requirements

Compliance Management 

4.    Ensures that mandated AbilityOne ratios are maintained within all mandated regulations and guidelines, in partnership with the People & Culture team.

5.    Maintain organizational readiness for internal and external audits, including AbilityOne-related audits/reviews and federal agency inspections. This includes working with the People & Culture team on all labor, benefits, and employee relations matters, as well as CARF accreditation.
6.    Responds to all corrective actions, ensuring timely and effective resolution of issues.
7.    Ensures full compliance with all program and government regulations, including but not limited to federal acquisition regulations (FAR), Service Contract Act, and other applicable laws.
8.    Monitors ongoing regulatory changes impacting the AbilityOne Program, federal procurement, and other factors, and creates proactive action plans to mitigate changes.

 

Contracts Management

9.    Ensure excellent operational performance at all Federal Contracts sites operated by GGW under the AbilityOne program, and Commercial Contracts under Best Kept Buildings, ensuring work is performed within the scope of each site’s respective contracts, and that exceptional quality control measures are in place.

10.    Oversees and ensures the successful evaluation, motivation, training, and development of the Contracts Management Team. This includes supporting the Career Development and People & Culture teams with all management and leadership development initiatives.

11.    Reviews proposals from potential subcontractors and other potential partners and monitors performance.

12.    Oversees the work and quality performance of the team overseeing cleaning at all GGW retail store locations.


Customer and Stakeholder Relations

13.    Represents the organization and maintains strong relationships with all key stakeholders, including the COTRs and Contracting Officers, and acts as the principal point of contact between GGW and the US AbilityOne Commission / SourceAmerica.

14.    Expands business through new opportunities, which include preparing timely responses to SourceAmerica Opportunity Notices and commercial bids, and identifying opportunities to grow the department.

15.    Represents GGW at all key Source America and Ability One-related conferences and meetings.

 

 

Supervisory Responsibility

This position has supervisory responsibility for a Sr. Director of Contracts, Quality Assurance Manager, Project Manager, and Area Manager for Retail Custodial Operations.

Qualifications

Required Qualifications

1. BS or BA Degree in Business Administration, Contract Management, Project Management, or related field plus at least ten years of contract management experience at the Contract Administrator level or higher. Must include a minimum of 5 years of senior management experience.

2. Must have demonstrated expertise in federal contracting, large-scale operational oversight, regulatory compliance, and mission-driven workforce development for people with differing abilities. This includes demonstrated in-depth knowledge of federal service contracting requirements.

3. Exceptional financial analysis and management skills– budgets, cost matrix, contract pricing, comparison charts, etc.

4. Excellent computer skills, including Microsoft Office (Excel, Word, Outlook, and PowerPoint) and internet search tools for research. Willingness and ability to embrace AI as a tool to drive efficiency and quality in contracts management.

5. Excellent recordkeeping skills and attention to detail.

6. Excellent verbal and written communication skills.

7. Demonstrated empathy for and ability to work with people with differing abilities.

 

Preferred Qualifications

1. Experience supporting large and geographically diverse teams.

2. Experience in working with persons with disabilities, preferably in the AbilityOne Program.

3. Knowledge of Janitorial, Grounds Maintenance, and Facilities Management lines of business.
